5.  South Bend, Indiana
(Pop: 103,561; Burglaries: 2,284): 2,205
South Bend's crime is generally confined to small isolated areas of the city.  That is, a block known for high crime rates can be located right next to one that is relatively safe.  Since the mid-1940's, South Bend's manufacturing sector has substantially declined.  Although these manufacturing jobs have been largely replaced with positions in the healthcare, education, and service industries, the city's unemployment rate is still quite high at 9.1%.
9.  High Point, North Carolina
(Population: 102,298; Burglaries: 1,953): 1,909
High Point was one of the first cities in America to try "focused deterrence" as a way to reduce drug dealing and the crimes directly related to it.  This method could also be described as a "community intervention".  It gives non-violent drug dealers the chance to avoid jail if they accept assistance through various social programs.  The method appears to be working: Violent crime in High Point has consistently dropped every year since 2003, when the program was implemented.
4.  Birmingham, Alabama
(Pop: 228,314; Burglaries: 5,153): 2,257
Most Birmingham (right) residents rave about their city and its friendly inhabitants.  Like many cities, some areas are known for high crime rates, while others are considered relatively safe.  Some of the better areas include Homewood, Mountain Brook, Hoover and Vestavia Hills.  Those that are not considered safe include Ensley, Elyton, Fairfield, and the West End.
8.  Greensboro, North Carolina
(Pop: 249,561; Burglaries: 4,942): 1,980
The third largest city in North Carolina, Greensboro's (right) violent and property crime rates are higher than the averages for the state.  However, the Greensboro Police Department claims that overall crime rates have dropped 24.3% from 1995-2007.  Residents would agree that the east side of Greensboro should be avoided by tourists.
10.  Little Rock, Arkansas
(Pop: 187,978; Burglaries: 3,576): 1,902
Racially divided Little Rock (right) has an excellent police force, unfortunately it is under funded and under staffed.  The city is located in a strategic area for those smuggling drugs from Mexico and headed north: I-30, 1-40 and I-55 all intersect in Little Rock.  The southwest area of the city is of primary concern, while the rest of the city is relatively safe.
1.  Flint, Michigan (Pop: 113,462; Burglaries: 3,273): 2,885
Many think Flint's problems began when the auto industry crashed.  The truth is, the city's economy had been on a
downward slide since the late 60's.  The declining auto industry was merely the final blow to Flint's already fragile
7.  Winston-Salem, North Carolina
(Pop: 226,460; Burglaries: 4,670): 2,062
The downtown area has always had high crime issues, primarily due to a lack of housing and entertainment options (the city can be practically deserted at night).  New downtown housing developments and entertainment venues will hopefully reverse the trend.   In addition, the city lacks a viable middle class, mostly due to the high number of very rich and very poor residents.  A vibrant middle class is required for any city's economic health.
3.  Fayetteville, North Carolina
(Pop: 171,457; Burglaries: 3,920): 2,286
According to many who have lived there, Fayetteville is a poorly planned, generally unnattractive city, with an overabundance of strip malls.  Home of Fort Bragg, the city is highly dependent on military personnel for a stable economy.  Because of this, the economy tends to suffer during times of war.  On the bright side, some positive improvements to the downtown area have been made over the last several years. However, Fayetteville still has a long way to go to improve its image.
6.  Dayton, Ohio
(Pop: 154,218; Burglaries 3,237): 2,099
Some residents refer to Dayton (right) as "Little Detroit".  Once thriving Dayton is a shell of its former self, with a weak economy, drug issues, and poor school system.  Similar to Detroit, Dayton has suffered greatly from auto-industry lay offs.  In August of 2009, Dayton hosted a conference with neighbouring cities (including Detroit) to come up with ideas for improving their region's economy.  Time will tell if any of these ideas will be implemented and/or successful.
2.  Jackson, Mississippi
(Pop: 174,734; Burglaries: 4,334): 2,480
High crime areas in Jackson include the west and southwest areas of the city.  Downtown Jackson is continually improving; Many older buildings are now being converted to hotels, condos, and apartment buildings.  The suburbs surrounding Jackson are considered very safe by residents.

The cities highlighted below rank as the ten worst in the nation when it comes to residential burglaries in cities with 100,000 to 250,000 inhabitants.  The figure at the end of each listing's title indicate the number of burglaries reported in 2008 per 100,000 residents.  For example, Little Rock, Arkansas had a population of 187,978 and 3,576 reported burglaries in 2008.  This averages out to 1,902 burglaries for every 100,000 residents.  The average for all cities in this category is 923 break-ins per 100,000 residents.

economy.  In July of 2009, Flint's unemployment rate
reached an astounding 27.3%.  It is now hovering around
15-16%, still one of the highest rates in the country.  But
thankfully, things are looking better for Flint:  The "Uptown
Reinvestment Corporation" was recently created to revitalize
the downtown area, with very positive results.  In addition,
because of Flint's population decline, the city plans to
bulldoze entire neighborhoods that are "beyond saving" to
reduce urban blight and infrastructure costs. This will enable
the city to dedicate more resources to improving the areas that
remain.  Over the last decade, Flint's economy has gradually become more diversified, creating jobs in the service, educational, and shipping industries.
